Two Guides Before the Bid Date

If you are sourcing a certified MBE general contractor for a public project, start with these two guides. One covers how Ohio public work moves from solicitation to award; the other covers what MBE certification is and how to confirm a contractor's is real and current.

Public Procurement in Ohio: How Projects Are Bid and Awarded

The path a public project takes from posted solicitation to executed contract — where opportunities appear, how bids and proposals are evaluated, and what a contractor needs in place before the bid date.

Ohio MBE Certification: How It Works and How to Verify a Contractor

What Ohio MBE certification is, which agency grants it, what a certificate covers, and the steps a buyer takes to confirm a certification is active before relying on it.

Read the Certification Guide

iSpec LLC has operated as a general contractor in Columbus, Ohio since 2016 and holds Ohio MBE certification #MBE-202509-23880, issued by the Ohio Department of Development and valid January 2026 through January 2028. The sections below cover the buyer-side mechanics: how to bring us into a solicitation, what we hand over with a bid or prequalification package, and how to verify every credential on this page independently.

How to Bring iSpec LLC Into a Solicitation

Four routes cover nearly every way an agency, institution, or prime contractor engages us. Requirements differ by solicitation — tell us which one governs and we will work to its terms.

01

Invitations to Bid

Send the invitation, the plan set, the specifications, and any addenda to contactus@ispecllc.com, or add iSpec LLC to the plan-holder or bidder list for the project. We acknowledge receipt within one business day and confirm before the bid date whether we are bidding, so your list stays accurate. iSpec LLC operates statewide in Ohio, with work concentrated in Columbus, its large suburbs, and the neighboring counties — for a location outside that footprint, send the solicitation early and we will confirm coverage in writing.

02

Requests for Quote or Proposal

For a defined scope, we return a written quote stating what is included, what is excluded, and the assumptions the pricing rests on — the exclusions matter as much as the number when you are comparing bids. Owner Juhriah Smith prices the work himself, from fifteen-plus years of field experience on institutional and state projects, which is why our estimates account for existing conditions that do not appear on the drawings.

03

Prequalification & Vendor Registration

Many owners and primes require a contractor to be prequalified, or registered in a vendor system, before an award can be made. We complete prequalification questionnaires and vendor-registration forms on your form set and return them with the supporting documents listed in the next section. Send the packet with its due date and we will work backward from it.

04

Teaming & Subcontracting on Your Bid

Prime contractors assembling a bid that carries MBE participation can engage iSpec LLC for a defined scope. We provide a scope-specific quote plus the certification documentation and commitment letter your bid form requires, on your pre-bid timeline. General construction, construction management, remodeling and renovation, new construction, historic restoration, demolition, concrete, metal and wood carpentry, and portable and modular buildings are all in scope.

05

After Award

Three standards govern every iSpec LLC contract: quality, time, and communication. We build a realistic schedule and hold to it, keep the line to the owner and the construction manager open through closeout, and extend support for one year on all labor and materials after project completion.

What We Provide With a Bid or Prequalification Package

Verify Before You Rely On It

Nothing on this page requires you to take our word for it. Every credential we claim can be confirmed against a source we do not control.

01

Search the State Certified-Vendor Directory

The Ohio Department of Development publishes a searchable directory of the businesses it certifies. Search for iSpec LLC by business name, or look up certification number MBE-202509-23880 directly, to confirm the certification is active and to see the category it was granted in and the date it expires. The directory listing, not a contractor's website, is the record your file should rest on.

02

Request the Certificate Itself

We send the current certificate as a PDF on request, along with the licensing and insurance documents in the package above. If your process requires the certificate to be dated within a set window before submission, tell us the window and we will send a fresh copy.

03

Confirm the Federal Registration

Our SAM registration under DUNS 045157171 is confirmable in the federal System for Award Management, independently of the state certification — the two records are maintained by different bodies and serve different purposes.

Certification is a statement about who owns and controls a business, not a rating of the work. For what an Ohio MBE certificate does and does not tell you, how eligibility is established, and what a lapse or renewal looks like from the buyer's side, see Ohio MBE Certification: How It Works and How to Verify a Contractor. For where the certification check falls in the overall award sequence, see Public Procurement in Ohio: How Projects Are Bid and Awarded.
